Joel Gratz & Roger Pielke Jr., Center for Science and Technology Policy Research
Joel Gratz will conduct the research. Gratz is a graduate student at the University of Colorado enrolled in the joint Environmental Studies M.S. program and MBA program. Gratz will complete a Master’s thesis focused on the policy evaluation proposed here.
Roger Pielke Jr. will oversee the research. Pielke will serve as Gratz’s thesis committee chair and advisor. The final project report will be delivered in December, 2005. Pielke and Gratz will also collaborate on a paper for submission to a peer-reviewed academic journal (e.g., BAMS).
Overview
We propose to evaluate the policy processes and outcomes related to the partnership on Level II radar data. Such policy evaluations are frequently performed in many contexts, but only rarely so with respect to the National Weather Service. Our proposed evaluation has considerable potential to contribute useful knowledge to the NWS on its continuing development and implementation of partnerships policies, as well as broader lessons in technology policy to government, academic, and private sectors.
