Rebecca Johnson is a policy analyst for the Western Interstate Energy Board (WIEB). She works with state regulators, electricity providers, and other stakeholders across the Western interconnection on the evaluation of strategies to reliably and cost effectively integrate renewable energy resources into the operation of the bulk electric system. Her focus is on regional activities that may resolve policy, market, and technical constraints that impede optimal deployment of wind and solar assets across the Western Electricity Coordinating Council’s (WECC’s) 38 balancing authority areas (control areas). Specific activities include work on the potential benefits of an Energy Imbalance Market (EIM), flexible generation, forecasting, geographic diversity, markets, reserves management, enhanced situational awareness/control, and sub-hourly operations.
Rebecca’s prior experience includes work for the Colorado Public Utilities Commission, the University of Colorado/ National Renewable Energy Laboratory (NREL) Renewable and Sustainable Energy Institute (RASEI), and the University of Colorado Center for Science and Technology Policy Research. She has over seventeen years of business experience in finance, marketing, consulting, and management. Rebecca holds an M.B.A., an M.S. in Environmental Studies, and a Ph.D. in Environmental Studies.
