Can the British Climate Change Act Meet its Goals?

The challenge of mitigating climate change by reducing global greenhouse gas emissions has been high on the agenda of policy makers for more than a decade.  The United Kingdom, under its Climate Change Act, has established the most ambitious goals for reducing greenhouse gases, promsing to reducing emissions by 80% by 2050. This talk will present an assessment of the prospects for mitigating carbon dioxide emissions, using the UK as a case study.  The talk will argue that the challenge of mitigation has been under-appreciated by analysts and policy makers alike.  The primary consequence is that policies focused on targets and timetables for emissions reductions are unlikely to succeed.  An alternative approach to mitigation policy will be suggested.
