Rapporteur report for combined critical infrastructure and energy break out.

How does resarch change in a post 9/11 world?

What are practical ways of improving connections between S&T and securitiy?

  1. Should be an S&T expert on all the CT groups, state and local. (Governor's board has an S&T person?)
  2. How to tie existing engaged groups across sectors.: create groups for all the major sectors IT, BIO, AG, comprised of experts who can ansswer questions and find a lab to commit to needed work. What are the rewards. HS S&T Forum Coordinates S&T , reviews policies and plans, helps entities get advice on how to construct their research.
  3. Inventory of key assets in the State/county/munica; area, built up from the bottom. Available to the EOC and to those making strategy and policy. S&T HS yellow pages. Supports from specific tech experts and responders at county level to give advice in advance and to support in emergency.
  4. Urgent to provide the state officials responsible for plans and policies the misson, the capability to know the resources, the staff to be knowledgable and the money somewhere to acquire the ouputs. Many such groups. One to three people.
  5. Advice to universities.
    1. New way of duing project review.
    2. New reward system,
    3. Systems context; interdisciplinary; .
    4. Control of dangerous research should be in the hands of university research admin. Buffer institutions or collaborate with national lab.
