    Analysis of the USFWS and NMFS 2001 Biological Opinions on Management of the Klamath Reclamation Project, Technical Report 2003-1. Compiled at the request of Oregon's former Governor, the IMST is a blue-ribbon science panel created by the Oregon legislature as a part of the Oregon Plan for Salmon and Watersheds to advise the state on salmon recovery. The report agrees with many of the NRC's long term solutions, but not with its position on flows or lake levels, or its conclusions on the science behind the 2001 bi-ops.
