I think it is easy to play this as a vague imprimatur for more serious legislative approaches. Yes, gasoline is 1/5 of our emissions, and that is significant. Point is, the plan is to bring about 20% of our emissions back down to *current* levels in ten years and not even touch the other 80%. Yea, I was expecting somebody to bring that up. Yes, gasoline is 1/5 of our emissions, and that is significant. Point is, the plan is to bring about 20% of our emissions back down to *current* levels in ten years and not even touch the other 80%.

Energy and climate change were just tokens used to buy a bit of goodwill from the majority democrats until it was time to address issues which he has passion for. Unfortunately, what the president really cares about he is not going to accomplish. What he could accomplish, and what the country needs him to do, he could care less about. Transportation accounts for 1/3 of emissions and the gasoline portion is responsible for 60% of that. In other words, its responsible for approximately 20% of total emissions -- hardly a "small part".
