Shaping Science for Decision Makers: Lessons from the RISAs

Abstract

Shaping Climate Science for Climate Policy: Lessons from the RISAs Scientific knowledge available for use by climate policy makers results from decisions made about research priorities and programmatic goals and objectives. Such decisions are matters of climate science policy. Research over the past decade in a wide range of contexts has emphasized that scientific knowledge can be made more effectively and immediately useful to decision makers when the needs, wants, constraints, etc. of those decision makers are considering throughout the process of science policy decision making. This talk will present initial findings of a comparative assessment of the Regional Integrated Sciences and Assessment (RISA) projects of the U.S. National Oceanic and Atmospheric Administration. The RISAs are designed to integrate climate science with research on end users and are thus well positioned at the boundary of climate science and policy to help shape priorities and objectives of climate science programs designed to provide useful information to decision makers. This talk seeks to address the question: How do scientists determine what climate information to produce and what consideration do they give to users’ needs in shaping climate science policies? And specifically, what lessons can we learn from the role of RISA projects in climate science policy?
