Job Description
Job Title: Programme Administrator – Climate Change Group
Responsible to: Head of Climate Change Group
Main contacts: Internal: Climate Change staff, other IIED staff especially Programme/Group Administrators
External: Consultants, partners, donors, members of the public
Main purpose: To provide administrative and general communications support to the Climate Change Group
Salary: Programme Grade 5: £22,095 - £27,595
Contract: Part time permanent contract, 2.5 days a week (17.5 hours)
Location: London Office

Background to the post:
The overall goal of the Climate Change Group is to enhance understanding of the links between sustainable development and climate change.
Key responsibilities
1. To develop systems for, and provide, general administrative support - to include copy typing and copy editing of documents, photocopying, the circulation of information, electronic and paper filing, outside storage and archives & publications stock management (Climate Change Group only), dealing with despatch/ couriers, maintaining stationery supplies etc.
2. To assist with preparations, and provide logistical support, for meetings, workshops, conferences and seminars, both at IIED and other venues. This includes taking responsibility for flight and accommodation bookings, communications with participants (including assistance with visa applications), assistance in preparation of documentation, and taking minutes as required.
3. To organise travel arrangements for staff and consultants, including accommodation and visas. To liaise with staff when they are travelling overseas.
4. To draft narrative reports for internal and external audiences and liaise with others in order to complete them (for example, monthly Programme Newsletter, reports for the Board, relevant sections of proposals or concept notes etc)
5. To respond to correspondence on behalf of staff on request and to take responsibility for prompt handling of general enquiries for information by post, phone, fax or e-mail - replying directly whenever possible and referring to other staff when necessary.
6. To attend external and internal meetings where appropriate in order to report back to staff.
7. To establish, maintain and update the database of addresses and contacts
8. In conjunction with the Research Associate, to update, monitor and maintain the Climate Change budget – c£350k, including administration of project contracts, managing invoices, keeping track of contract milestones and payments and liaising with the Finance Department.
9. To develop the content of the relevant sections of the Website and keep it up to date.
10. To search the Internet to research and collate information on various subjects as required.
11. To help develop and co-ordinate information and promotional strategies for Climate Change projects and publications in liaison with the Communications department. This will include production and distribution of fliers, email shots and project/programme newsletters.
12. To act as publications co-ordinator for the programme, in liaison with IIED’s Publications and Marketing Co-ordinator. This involves preparing documents for publication – through printing, CD-Rom and Internet and managing them once they are published. This might include:
· Organise translation where necessary
· Proof-read, format and layout documents
· Deal with freelance designers and printers, and external co- authors where necessary
· Despatch and distribute publications promptly
· Draft appropriate correspondence, distribute review copies and follow-up work by email, telephone and post as required
· Monitor and maintain stock levels internally and at IIED’s external distributor
· Update the electronic calendar of events
· Assist staff with completing the New Publications Form and Author Publication Form
· Garnering and recording feedback on Climate Change products and initiatives
The job description defines the level of responsibility and area(s) of involvement of the post; the details of the duties may change over time and do not form part of the contract between IIED and the post holder.
Person specification:
Essential Skills and Experience
· First degree or equivalent level of education
· Up to four years experience in programme and/or project administration
· Excellent knowledge of spreadsheets (Excel), word-processing (Word), communications packages (Microsoft Outlook) and the Internet
· Excellent written skills in English developed through drafting text, copy-editing, proof-reading and editorial skills
· Experience of managing budgets/financial monitoring
· Excellent verbal communication skills developed through interacting with a wide variety of people from different cultures
· Experience of arranging meetings, seminars, workshops, etc.
· Enthusiastic and able to build effective relationships in a challenging environment
· Ability to work independently and as part of a multicultural team
· Ability to be adaptable and flexible, prioritise work effectively and balance conflicting demands without close supervision
· A good general grounding in politics and current affairs and an interest in and understanding of the issues involved in Sustainable Development
Desirable
· Good working knowledge of French, Spanish, Portuguese or other major international language
· Experience of using PowerPoint, Access and Adobe Acrobat

The overall goal of the Climate Change Group is to enhance understanding of the linkages between sustainable development and climate change.
You will be responsible for providing general administrative support to the Climate Change Group, including co-ordinating communications and publications, organising events and some financial monitoring and reporting.
You should have at least two years’ experience working in a project or programme administrator role, preferably gained in a multi-cultural environment. Educated to degree level or the equivalent, you will be able to demonstrate excellent written and verbal communication skills and be an accomplished self-manager. An interest in environmental and development issues and an understanding of working within the voluntary sector/public sector would be an advantage.

Workshop: *Climate Science in Support of Decisionmaking*
The U.S. Climate Change Science Program (CCSP) will hold a workshop on *Climate Science in Support of Decisionmaking* on November 14-16, 2005, at the Crystal Gateway Marriott Hotel in Arlington, Virginia. The workshop will explore uses of observations, modeling, studies of climate and related environmental processes, and derived tools to inform decisionmaking. Current information about the workshop is available at www.climatescience.gov/workshop2005/default.htm.
The CCSP invites presentations by users of climate science as well as members of the research community on topics related to the following major themes of the workshop:
* Water, including drought, water supply and water quality, and the uses of water in agriculture, ecosystems, recreation, and other sectors
* Ecosystems, including carbon sequestration, fire and other disturbances, invasive species, managed ecosystems (e.g., agriculture, forestry), and public health
* Coastal issues, including sea-level rise, infrastructure, storms, and marine resources
* Energy, including climate information that supports energy management and seasonal forecasting, infrastructure, energy planning such as biomass and renewables
* Air Quality, including human health effects such as air quality and
temperature issues.
Presentations related to the above areas should address one or more of the following topics:
* The type of information that decisionmakers and other stakeholders need to inform decisionmaking
* Evaluation of the current state of observations, modeling, or other research and its appropriateness for use in decisionmaking at different scales
* Example applications of scientific information to support decisionmaking; participant experiences
* Methods for communicating scientific information, including incorporation of information about levels of confidence and uncertainty in decisionmaking
* Methods and metrics for evaluating outcomes
* Opportunities for improved application of currently available
information and priorities for future CCSP research.
Examples of those who should consider submitting a proposal include:
climate researchers; experts in related technical fields (e.g.,
engineering); managers of resources affected by climate variability and change; regional, state, and local government officials; policy analysts; and other stakeholders.
