This is ignoring that prominent AGW advocates like James Hansen are opposing cap and trade. The failure to pass action is entirely the fault of these environmentalist for refusing any compromise. They try for the home run every time they step to the plate and miss. While a more sensible approach would be to try to reach the first base through any mean possible. If it wasn't for that a carbon tax of about 2$ would have been enacted years ago and would probably had been rose by a few dollars since then.
