Why the focus on regulatory policy? Was this a push-back against the Data Quality Act, or other attempts to implement more cost-benefit analysis measures on this part of policy?

With the President’s memo written more generally, I’ll need to re-read it and this report to see whether or not an emphasis on regulatory policy is a distinction without a difference.
