The second part of this one is a new one on me. I have frequently served as a "representative" of the U.S. government and my official passport has a notation in it about being on "an official assignment", but the statement that I am to advocate U.S. government policies is something I've never seen or been told before. As far as I can find, no one within two levels above me in the chain of command has seen it before either.
