Roger, rather than Bush surprising everyone – including his industry friends and supporters – by coming up with costly midnight regulations, isn’t it a little more likely that he is trying to use the time he has left both to burnish his legacy a bit and to create momementum for domestic and international policies that will be relatively advantageous to his friends and supporters?
