Carbon Emissions Sinks, Inventories, and other Useful Information

The IPCC and the DOE-EIA are organizations that give emission factors and storage values with which governments and firms can use to create inventories of the greenhouse gas emissions. Below are some examples of records that are kept. An interesting question then raised is: do these governments need to use carbon cycle science directly, or can they rely on simply using conversion factors in recording inventories?
