Committee on Science and Technology seeks professional staff for the
Subcommittee on Technology and Innovation, which has jurisdiction over
the National Institute of Standards and Technology, R&D programs at
the Departments of Homeland Security and Transportation, cyber
security, patent and intellectual property issues, the Small Business
Innovative Research program, and other key federal programs promoting
federal R&D and scientific competitiveness. Duties include identifying
hearing topics; vetting and managing witnesses; providing background
information to members and staff though memos, hearing charters,
member statements, and questions for the witnesses; and working with
legislative staff to ensure member interests are covered.
Additionally, conduct oversight of executive agencies and programs
through agency briefings, independent research, meetings with
stakeholders, and panel or conference attendance. Legislative duties
include drafting legislation and working with members and staff to
move bills through the Committee, House, and Senate.

The skills and interests required for success in this position include
a strong interest in U.S. science policy and the connection between
S&T and national priorities such as security and economic growth;
willingness to learn Congressional processes and traditions; ability
to work with a variety of people–members, staff, outside
stakeholders, the public, and executive agency staff and officials;
good writing skills; excellent time management skills, organizational
skills and the ability to meet short and tight deadlines; willingness
to work long hours; and the willingness and ability to do occasional
administrative work, such as assembling letters or copyediting hearing
transcripts. Background in science and technology enterprise is
helpful, though topics covered will range across fields and ultimately
depend more on policy than actual scientific knowledge.
