Russian Missiles and EU Climate Policy

Russia announcement yesterday of plans to locate missiles near the Polish border (Kaliningrad, see above) is not going to help efforts to secure a meaningful agreement within the EU on its approach to climate policy. For why Poland matters a great deal within the EU, see this recent post. The Russian action all but certainly increases chances that the Eastern European countries will get some sort of exemption — however it might be presented — from signing on to EU climate policy goals.
